A short haircut for thick hair?

I have thick hair longer than shoulder right now. I cut a little longer than the chin. Usually, whenever I cut, I get layers, but this time I want layers. The upper layers usually frizz. I've never had long hair while one is short, so I'm not sure how it will look. Will my hair look weird if it is short and one long because my hair is thick? Any image would nothing. I cut my hair short before and I look better with shorter hair, because I'm short. Long hair short a person only looks weird … I just usually have that layererd. And I am not my hair thinning out.
