How do you make short hair wavy?

it is much easier with long hair, but my hair is short and it grows slick straight..how can i get it more like this?

My hair is somewhat short too. And stick straight. Its not exactly like that picture, but I use a crimper sometimes that makes my hair wavy. Not quite like that, but you can always try.

With that hair style it has layers so it would be easier if you do as well. Try with your hair slightly wet and put some moose or however you spell it lol, then take a fat…like cylinder brush and curl your hair around it blow drying it around the brush and slowly pulling away. Almost like a curling iron which could work as well.
