What should I wear?

Hi, today I am going out with my friends and I have no idea what to wear. I am five foot 8, 35 inch hips, 36 inch butt, 26 inch waist and 32A. I am fourteen, I want a nice summery outfit but something that makes me feel my age, I usually wear loose clothing but I need to stop. So please think of an outfit which will make me look feminine = not boyish. I am black (like Kelly Rowlands color) Also hair and make up advice, I have hair extensions in so I can do all hair styles lol Also how big does your bum have to be to wear shorts?

Makeup: dark brown pencil liner smudged along the lash line
black mascara
white pencil in the inner corners or your eyes
light blush

for your hair either wavy and down or back combed ponytail
