Bob Hair Styles For Women

Blunt bob, that was cut too short. What do I do?
I decided i was gonna cut my hair for junior high graduation a while back. But the style i had in mind, apparently my hair was not long enough to accomplish that style. But the lady cut it anyway, and she cut it about a inch and a half too short now it’s about and inch under my ear. I was thinking it would look more layered but it’s a completely blunt boring hair style that i absolutely hate. I was thinking about getting it more layered but I’m afraid of cutting it shorter than it is. Is there anyway i can style it so it’s not to blunt, without using a weave, or false hair? I kinda like the bed head look, but a bit more styled. Here’s a picture of the type of hair style that i want to achieve:

My hair’s a bit shorter than that. But is there any possible way ,with such a boring blunt cut, i could achieve this look? And how?
Wash your hair and condition it.
Towel dry it, until it’s slightly damp, DON’T brush it through, leave it nice and messy.
Get a small tennis ball size of mousse in your palm, and scrunch it into your hair.
DON’T brush your hair, just leave it, except for your bangs. Brush them straight, and blow dry them.
Keep scrunching your hair, until it’s dry.
Then, curl it tightly with a curling iron. Now it should look slightly messy. Next, back-comb a chunk on the top evenly, near the back.
Straighten your bangs. Hair-spray your entire head, lightly.
