Cutting It Short

I am a Bengali girl with a medium-brown skin tone.Should I highlight my hair blonde much like Beyonce?

Picture Bipasha with blonde hair, but my skintone is lighter than hers and darker than Amisha Patels. Hmm…I need a change, my hair is highlighted brown right now and up to my shoulders. I’ve had my hair dark red, copper and brown so far, but I’ve never quite gone blonde. Can anyone suggest if its okay for a brown girl to dye her hair blonde?
